Dear Dr Ann Joseph I couldn't make the second meeting you held with my son. (Wilfred R. Baca ll). As I have expressed to you before, my son hasn't been able to care for himself since before the age of 18. He has been dependent since birth. I've shown you we are affected by Agent Orange dioxin administered in the Vietnam war. I and my son are presumptively service connected and today I will support your Decision of Incompetence about my son, Wilfred R. Baca ll. we are in agreement with this decision.
